New York State requires siblings (including half-siblings) who have been placed into the custody of a commissioner of a local department of social services to be placed together when coming into foster care, unless placement together is not in the best interests of one or more of the siblings. This pamphlet discusses coming into care with siblings, what happens if not placed together, visitations basics, and adoption issues.
